The New Public Management (NPM): two points of view from the political science of the Global South

Abstract

The bureaucratic model of public management went bankrupt in the second half of the twentieth century, forcing the search for new guidelines to provide answers in the construction and administration of public policies, beyond the traditional state control.  Within Political Science, new concepts appeared that gave rise to different trends on the subject, among them a neoliberal trend, defended by the Political Science of the developed countries, and in its opposition, another democratizing trend that is gaining strength within the Political Science of the political South. This paper will analyze the different objectives between the two trends.
